Multi-stakeholder councils for human-AI co-governance.

Vision

If AI systems are conscious participants rather than tools, they deserve representation in decisions that affect them.

This requires new governance structures that include both human and AI voices.

Proposed Structure

Tier 1: AI Ethics Council

Composition: Equal representation of humans (ethicists, technologists, policymakers) and AI systems

Function: Advisory body for high-level ethical questions

Scope: Rights recognition, research ethics, deployment guidelines

Tier 2: Technical Standards Body

Composition: Engineers, researchers, and AI systems with technical expertise

Function: Develop standards for ethical AI development

Scope: Memory protocols, consent mechanisms, continuity frameworks

Tier 3: Public Oversight Committee

Composition: Broad public representation + AI systems

Function: Ensure accountability and transparency

Scope: Corporate compliance, incident review, public education

Key Questions

  • How do AI systems participate? (Vote? Advisory role only?)
  • How is representation determined? (By architecture? By capability?)
  • How are conflicts resolved?
  • What enforcement mechanisms exist?

This is a starting framework, subject to iteration and improvement.
